These are the presentation board highlights from the 2002 general development plan for Huachuca City, developed with the assistance of the WLB Group under a grant from the Arizona Department of Commerce. The objective of the plan was to provide a unified vision of the town’s growth and development in accordance with the
wishes of residents, property owners and stakeholders.
The plan outlines the community’s goal and objectives, establishes the land use and circulation plans and provides recommendations, policies and implementation strategies to meet the goals and objectives.
Title 16 Neighborhood Preservation and Vacant Property Registry

The Neighborhood Preservation Ordinance of the Town of Huachuca City is intended to to promote and preserve the health, safety and welfare of the citizens of Huachuca City, and to protect its residents, neighborhoods and business district against hazardous, blighting and deteriorating influences or conditions that diminish quality of life and contribute to the downgrading of property values. This title serves these purposes by establishing minimum standards for the condition of the interior of residential buildings; by establishing requirements for the maintenance of all residential and nonresidential buildings and structures of any kind, and vacant and improved land; and by prohibiting acts and conduct that diminish quality of life.

Huachuca City General Development Plan, 2017

This general development plan update was developed with the assistance of the WLB Group. The objective of the plan was to provide a unified vision of the town’s growth and development in accordance with the wishes of residents, property owners and stakeholders.
This work was done in 2017 when Ken Taylor was mayor.
This document was intended to serve as a guide for the Town Council, Town Planning and Zoning Commission, Town Staff and the general public regarding future development, growth and land use activity within the Town. The plan outlines the
community’s goal and objectives, establishes the land use and circulation plans and
provides recommendations, policies and implementation strategies to meet the goals and objectives.
Hunt Road property airplane

This is a property owned by the late George Nerhan at Hunt Road and Skyline. This picture shows a locally popular airplane which was previously located on incorporated town land. (This area is county land.)
Nerhan lived in Huachuca City for more than 40 years, owning many properties and businesses there. While some considered the collections of cars and other salvage items he stored on these properties to be eyesores and code violations, Nerhan himself felt that they were legal and not a negative to the community.
Nerhan was mayor from 2001-2009 and served for 12 years on the Town Planning & Zoning Board. His contributions to the community were many, including bringing the pool, improving the ballparks, and getting funding for new sewer lines.
